At this latitude and hour the ascendant is climbing about fourteen arc-minutes for every minute on the clock, so that gap is worth roughly thirty-five seconds of birth time. This is the borderline case that textbooks describe and charts rarely supply.
You can hear it in the recording. At 0:40 the astrologer reads the figure back as Libra ascendant, Pisces, Uttara Bhadrapada nakshatra and the native confirms it; then at 1:37 he raises the doubt unprompted — "the conjunction of Libra ascendant and Scorpio ascendant has come; have you ever had a doubt about whether it is Libra or Scorpio?" — and the native answers that they have, and that a priest had once written the chart the other way.
